Children with special needs on waiting lists for six years (West Salem Coulee News)
Joseph was born 16 weeks early and diagnosed with cerebral palsy early on. He has a shunt in his brain and has had more than 100 surgeries on that shunt. In 2004, he was diagnosed with cancer and underwent treatment for 18 months. During the treatment, Joseph suffered a stroke resulting in complete paralysis on his left side.
